I am sorry to report, but Poetry.com does appear to be a scam.
They will try to get you to purchase an anthology book in which your poem will be included.
Of course they will publish MANY anthologies throughout the year, and just about everyone who enters will be included, regardless of the quality of the poem. If they decide to gift you with an award, they expect you to pay your way, hotel, and $600 for the ceremony

I am sure your husband's poem is of quality, and his talent should not be wasted on this horrible scam. To find better outlets for publishing works, check respected poetry journals - many magazines offer reader submissions, some with remuneration.
