Typically there are no restrictions on spending the loonie dollars. I got into this deal last year, my first time, and it was pretty cool as I spent it all on DVD's. 
First of all, the lineup to buy the loonie dollars is usually long. Expect to wait at least an hour. So if doors open at 9am, get to the lineup by 8am. Other wise they may sell out, and they often do.
Plan to buy a full $250 worth, which is actually only $172.50 in cash. You can buy lees, but that doesn't make sense to me, unless I know I'm not going to spend the full amount.
I almost got into an argument last year with someone in line as he was convinced that you couldn't pay the taxes with these loonie dollars. I disagreed, and said these are basically like gift certificates and each participating store treats them like cash.
I still beleive I'm right, and the place I spent them, treated them like cash. He might have been right too, as where ever he purchase may have required him to pay the taxes with 'real money'

I've got some DVD's on my to buy list, and I've been looking for a new 3 and 5 wood, so this has come at a great time.
